And to update manpower, skills and physical resources for modern work environment, I will necessitate a combo of desktop, laptop, tablet and smart phone credits to these low income families.
Then comes energy consumption. Can we replace some of what we have now with supra-LED or go Photonic like other major world cities in Europe, Asia and Russia?
